You are looking at incredibly rare and beautiful Sterling Silver Sugar Tongs/Nips
The piece was made in the Austro-Hungarian Empire in the 19th century (see hallmark).
It is a heavy piece with beautiful floral design features measuring approximately 5.5 x 2".
The hallmarks indicate that the silver content is 13 loth (812/1000) and that it was made in 1852.
The maker's mark AR could refer to one of several silversmiths with these initials who were active at the time.
