1930s Bernhard Bergholtz Riga Latvia 875 Silver Sakta WW2 my luck hangs silver

Description

This has two hallmarks one oval with BB and the other 875 for latvian silver.  These sakta's are very rare especially by Bernhard Bergholtz.
The phrase goes Mana Laime Kalnina Sudrabinu Vedina which translates to My Luck Hangs Silversmiths. Is this possibly a WW2 Military Badge
or some kind of or order or fraternal Pin? I am unsure if the center stone is glass or a gemstone. This measures 3.25" in diameter.
