Here is a brief history of the  meaning of sugar skulls.
In Spanish, these exquisite skulls are called "calaveras de azúcar." They're traditionally made of sugar and decorated with colored icing, sequins, glitter, candies and more. Flowers are a common addition to represent not only death, but also life. Therefore, although skulls are often depicted in scary ways, sugar skulls aren't meant to induce nightmares.
They are created to celebrate Day of the Dead ( Día de los Muertos) a Mexican holiday. The celebration takes place on November 1st and 2nd, related to the Catholic holidays of All Saints’ Day (November 1) and All Souls’ Day (November 2), and it is in remembrance of family and friends who have died.
They are given as gifts to the living but also to the dead. You may find sugar skulls placed on a grave, along with the deceased's favorite foods and drinks.  Often the name of the departed is written on the forehead of the sugar skull.
